# Town Board approves state snow and ice amendments in 4-0 votes

The Webster Town Board voted 4-0 Thursday to approve two amendments adding funding to the town's agreement with the state Department of Transportation, under which the state pays the town to control snow and ice on state highways.

Supervisor Alex Scialdone and Councilmen John Cahill, Nick Hunter and Garrett Wagner voted aye on roll calls for seven of the eight items on the agenda, the same eight the Ledger's [preview](https://websterledger.com/2026-10-01-town-board-preview-oct-1/) listed Thursday morning. Councilwoman Jennifer Wright was absent. The eighth item was the minutes of the board's Sept. 17 workshop and meeting. The board took up a motion to approve each set.

## At a glance

## Snow and ice

Both amendments add funding to contract D014752, the town's five-year snow and ice agreement with the state, according to the resolutions posted with the agenda. Under the agreement, which runs through June 30, 2029, the state agreed to pay the town $101,201.40 for 24.30 lane miles for each average season, in consideration of the town's work. The resolutions call that figure the estimated expenditure.

Under Amendment No. 3, the expenditure reimbursement amount for 2024-2025 is amended to $146,669.20\. Under Amendment No. 4, the base expenditure reimbursement for 2025-2026 is amended to $104,834.65.

## Dawn Circle fence

Before the vote, the owners of the Dawn Circle property were asked whether they understood that "if we need to get in, that fence will be destroyed and the town is not on the hook for it." The answer was yes.

## Open to the Floor

A speaker who said they had spoken on behalf of Webster Presbyterian Church raised the Verizon cell tower proposed near Wildflower Drive. The speaker said the church offered its property for Verizon to examine as a tower site, to help neighbors who do not want the tower, and that the church "does not need the money."

"Somebody please call the church and let them know what your assessment is," the speaker said, adding that they were sure people in the community would also like to know the end result.

The speaker told the board it did not need to answer that night. The town's recording shows no response from a board member before the presiding officer closed Open to the Floor.

A representative of the church offered its property at 550 Webster Road as an alternative site at the Zoning Board of Appeals' Sept. 8 hearing on Verizon's towers. Verizon told the zoning board later that night that the church sits outside the company's search area and that a Verizon radio-frequency engineer vetted the property and found it does not work, the Ledger's [recap of that hearing](https://websterledger.com/2026-09-09-zba-verizon-towers-tabled-comment-closed/) reported.

The Planning Board's [posted agenda](https://www.websterny.gov/AgendaCenter/ViewFile/Agenda/%5F10062026-373?ref=websterledger.com) for 7 p.m. Tuesday, Oct. 6, at 1002 Ridge Road lists both of Verizon's proposed towers as tabled matters. One is the Webster North tower at 1222 Wildflower Drive. Verizon's counsel, Laura Smith of Nixon Peabody, told the zoning board Sept. 8 that the company also needs a special permit from the Town Board.
