Updated: Oct. 16, 2026, to reflect the town's amended agenda for the Oct. 15 meeting. The town amended the agenda on Oct. 15, after the Ledger checked it early that morning. The amended agenda lists 13 items, not 12, and attaches documents, including a draft 2027 fee schedule.

The Webster Town Board holds its public hearing on the 2027 preliminary budget Thursday, Oct. 15. A resolution to adopt the 2027 final budget is on the same night's agenda.

The meeting starts at 7:30 p.m. at 1002 Ridge Road, in the Town Board Room behind the main Town Hall building next to the Justice Courts (the building with the blue roof). Each speaker at the hearing gets five minutes. Any person may be heard for or against the preliminary budget or any item in it. The open-to-the-floor public comment period that follows the hearing also allows five minutes per speaker.

The board's workshop starts at 6:30 p.m., before the meeting.

What's in the preliminary budget

The 2027 preliminary budget calls for $23,567,025 to be raised by taxes across all town funds, including sewer and special districts. That is $711,882, or 3.11%, more than in 2026.

Appropriations across all funds total $56,470,539. That is $3,198,225, or 6%, more than in 2026.

The preliminary budget uses $7,825,540 of unexpended balance, also called fund balance. That is money left over from earlier years.

These are preliminary figures. The board can change the budget after the hearing and before it adopts one. A Sept. 30 look at the preliminary budget explains how spending, fund balance and the tax levy fit together.

How adoption works

The hearing comes before any vote on adoption. Under Town Law Section 109, a town in Monroe County has until Dec. 20 to adopt its budget by resolution. If the board does not adopt one by then, the preliminary budget becomes the budget, with any changes the board has made.

The tax levy in the adopted budget becomes the town's portion of the combined town and county tax bill. Those bills go out on or about Dec. 31 each year. The town's receiver of taxes collects town and county payments from Jan. 1 through May 31. For more on the bill itself, see how to read your Webster property tax bill.

Fees and park rental rates

A resolution on the agenda would adopt the 2027 town fee schedule. The same resolution covers 2027 lodge facility and field rates for the Webster Parks and Recreation Center.

No documents were attached to the agenda as of early Wednesday, Oct. 14. The town amended the agenda on Oct. 15, the day of the meeting, and attached documents that include a draft 2027 fee schedule and draft 2027 Parks and Recreation fees. The 2026 fee schedule is the one in effect now. For permit fees under that schedule, see this guide to pulling a home improvement permit in Webster.

Also on the agenda

  • Vosburg Pump Station: A resolution would authorize the town clerk to advertise and solicit bids for the Vosburg Pump Station. The ad would run in the Webster Herald on Oct. 21, with bids due by Nov. 24.
  • Salt barn and truck washout: A resolution would authorize the supervisor to sign a $107,414 change order on the salt barn and truck washout capital project. The change order is for installing a new water service line to the truck washout building.
  • Drainage easement license: A license agreement would allow a portion of an above-ground pool, pool deck and fire pit within a town stormwater drainage easement on Lothario Circle.
  • Liquor license notice: A resolution would waive the 30-day notice period for a State Liquor Authority on-premises alcohol license for a business at 1075 Ridge Road, Suite 700.
  • Fixed assets: A resolution would approve a revised Fixed Asset Policy and Procedure Manual.
  • Highway Department: A resolution would add one temporary part-time office clerk to the 2026 positions list for the Highway Department.
  • Routine business: Approval of the Oct. 1 meeting minutes, bills, a prepaid warrant and purchase orders.

The 13 items on the full agenda follow the hearing and the open-to-the-floor period. The added item would set a Nov. 5 public hearing on Local Law No. 4 of 2026, which would amend sections of Chapter 257, the sewer chapter of the town code.
