The [budget](https://www.websterny.gov/DocumentCenter/View/14310/10-15-26-Adoption-of-2027-Budget?ref=websterledger.com) sets a tax levy of $23,567,025 across all town funds. That is up $711,882, or 3.11%, from 2026.

## The 2027 budget

Appropriations across all town funds total $56,326,539, up $3,054,225, or 5.73%. The tax levy did not exceed the town's tax levy limit.

The town's general and highway operating funds account for $38,792,730 of that spending, up $2,176,306\. Of that $38,792,730, taxes raise $18,695,289, up 4.82%.

The estimated 2027 town tax rate is $5.76, the same inside and outside the Village of Webster. That is up 3.99% from $5.54 for village property and up 4.18% from $5.53 for property outside the village.

Estimated sewer rent drops 3.28% to $249.54 from $257.99\. The portion for operating the collection system and treatment plant falls to $141.36 from $164.31\. The portion for capital plant improvements, equipment and debt rises to $108.18 from $93.68.

Asked whether they wanted any further discussion before the vote, members declined. "I think we've said it all," one member said.

## Fees and parks rental rates

Town Clerk Danene Marr, who assembles the schedule, said this year's changes move some fees between departments and include "some minor increases in fees, nothing substantial."

Under the [2027 fee schedule](https://www.websterny.gov/DocumentCenter/View/14311/10-15-26-Adoption-of-2027-Fee-Schedule-and-Parks--Rec-Rates?ref=websterledger.com), six building permits pick up a $30 inspection fee. They are commercial and residential demolition, commercial and residential EV charging stations, foundation-only permits and geothermal heating systems. A residential demolition permit, for example, is $50 plus the $30 inspection fee. The geothermal permit's base fee also rises to $50 from $30.

Sewer lateral permits and private pump station or grinder pump applications move from the Building Department to the Sewer Department.

New fees include a $75 fire safety inspection for a food truck operating permit and a $100 annual mobile vendor permit. The Assessing Department adds four Beacon subscription plans, from $10 for a day pass to $300 for a year. The schedule lists no Beacon fee for 2026\. The town clerk's dog boarding fee rises to $50 a day from $35.

Rental rates for the Curry Building and Liberty Lodge go up $25 in every season and day category, for both residents and nonresidents.

## Pool license on Lothario Circle

The board allowed an above-ground pool, pool deck and fire pit to sit partly within a town stormwater drainage easement on Lothario Circle.

Under the resolution's conditions, the town can remove any of them in an emergency or when it deems it necessary, without recourse for the owner. The owner is responsible for damage tied to the town's work in the easement. The pool, deck and fire pit cannot be expanded or moved within the easement. They cannot be rebuilt without a new board resolution.

## Highway items

The board added one temporary part-time office clerk to the Highway Department's [2026 list of authorized positions](https://www.websterny.gov/DocumentCenter/View/14312/10-15-26-Add-Temporary-Part-Time-Office-Clerk-to-the-2026-List-of-Authorized-Position-for-Highway?ref=websterledger.com) to cover a planned leave. Highway Superintendent Patrick Stephens said the work is specialized, so the department needs time to hire and train someone. The position was described at the meeting as budget-neutral, because not every highway position was filled.

The $107,414 change order covers the new water service line for the truck washout building in the salt barn project. The town had planned to install the line with its own highway crew. Stephens said staffing and the complexity of the work mean the crew cannot do it, so the work moves to the project's general contractor. In a memo to the board, Stephens wrote that the cost shifts from one project budget line to another, with [no net change to the project budget](https://www.websterny.gov/DocumentCenter/View/14303/1---1015-2026---Memo---Salt---Wash-CO---Water-Service?ref=websterledger.com).

## Other approvals

Finance Director Paul Adams said the revised fixed asset manual makes formatting changes and updates a reference to where the policy is kept on the town's network.

Bids for the [Vosburg Pump Station](https://www.websterny.gov/DocumentCenter/View/14316/10-15-26-Solicit-Bids-for-Vosburg-Pump-Station?ref=websterledger.com) project will be advertised in the Oct. 21 Webster Herald. Bids are due by Nov. 24.

The board waived the 30-day notice period for an on-premises liquor license application from a business at 1075 Ridge Road, Suite 700\. Marr said the waiver lets the applicant apply to the State Liquor Authority at the same time. Marr said the town's director of community development and planning found no zoning issues when consulted.

## Sewer code hearing Nov. 5

The board scheduled a public hearing on [Local Law 4 of 2026](https://www.websterny.gov/DocumentCenter/View/14306/Local-Law-No-4-of-2026-Amending-Chapter-257-Sewers?ref=websterledger.com), which would amend two sections of the town's sewer code. The hearing is [Thursday, Nov. 5, at 7:30 p.m.](https://www.websterny.gov/DocumentCenter/View/14315/10-15-26-Set-Public-Hearing-for-Local-Law-No-4-of-2026%5FSewer?ref=websterledger.com) at the Town Board Meeting Hall, 1002 Ridge Road.

Town Attorney Kyle Taylor said both changes address issues the EPA identified in a June inspection of the town's sewer department. Taylor said the current code bars metal finishers from getting an industrial sewer permit. Taylor said three active businesses in town fall under that business type.

The first change would allow strong-acid metal-pickling wastes and concentrated plating solutions into the sewer when they are neutralized under the user's wastewater discharge permit.

The second change would give a sewer user 15 calendar days, up from 10, to answer a notice of violation with an explanation and a correction plan. Taylor said the sewer department's emergency response plan already allows 15 days, and the change would make the code match it.

## Open to the Floor

Two people spoke during Open to the Floor. One said safety at Webster's marked trail crossings is a two-way responsibility for drivers and trail users. The speaker described having to stop hard on Webster Road when someone on the trail crossed without looking.

## Executive session

Regular town business ended with a motion to go into executive session to discuss labor and discipline matters under the state Public Officers Law.

The town's [recording of the meeting](https://www.youtube.com/watch?v=UVWSpoA1hVA&ref=websterledger.com) is on YouTube.
